Submitting a Manual Line Item for Technical Review

Quoted catalog number with pricing, is required to be attached to the quote when submitting a manual line item for technical review.

1. Create a valid quote and configure manual line item. 

2. Resultant configuration will trigger a catalog number and a price. Add the configured to the quote create.

3. Now the manual line item can be submitted for technical review
